Cameron Park CSD inks five-year Cal Fire deal

The Cameron Park Community Services District Board of Directors handles contracts and resolutions at its April 17 meeting, most notably approving a five-year, $10.2 million, contract with Cal Fire for fire protection.

The base cost for the 2013-14 fiscal year will be $1.9 million plus a 2.5 percent escalator for years two through five. The contract pays for the services of 16 line personnel and two battalion chiefs.

The board also signed off on $10.6 million proposed budget for the El Dorado County Regional Prehospital Emergency Services Operations Authority, more commonly known as the JPA. The budget covers services to Cameron Park as well as El Dorado County, Diamond Springs, Georgetown and El Dorado Hills. That portion of the budget devoted to Cameron Park helps fund six Cal Fire fire apparatus engineer/paramedics and their associated costs.

Denise Herrnberger, senior accountant, reported a budget surplus of almost $10,000 at the end of March, primarily due to savings in the fire budget. However, revenue still lags for the community center and parks.

Herrnberger was questioned about the cost of keeping the community center open and she estimated it as between $500 and $700 a day.

Staff reported upcoming CPCSD events — Capital Pops, a chamber mixer and a Welcome to Summer program. In the fall, a Renaissance Tudor Faire has been signed up for Sept. 7-8 at Cameron Park Lake. General Manager Mary Cahill said they are also exploring more programs for seniors as well as a photo contest.

Battalion Chief Dave Teter was directed by the board to sign approval of recommendations by Cal Fire to redesignate certain State Responsibility Area properties to Local Responsibility Area properties. That decision was in response to a study conducted by the Amador, El Dorado and Sacramento Unit of Cal Fire. The SRAs are those parts of the state where the State of California is financially responsible for the prevention and suppression of wildfires.

A decision to set up a committee to explore annexing more properties to the district was tabled by the board, with members Greg Stanton, Sean Tucker and Scott McNeil voting to table the item and Vicky Neibauer and Shiva Frentzen voting no.

Charges of misogyny and agenda blocking also came up in the course of the meeting. It began with Neibauer asking district Counsel Bob Biegler how to get an item on the agenda. She claimed board President Stanton and Cahill were deciding what went on the monthly agenda and argued that another board member shouldn’t be able to block her from adding an item.

Board President Greg Stanton responded by trying to head off the discussion, saying the item would be taken up in closed session because of possible Brown Act violations.

This led residents David Gelber and Barbara Rogers to accuse Stanton and McNeil of arrogance and misogyny while Gerald Lillpop chewed out the board for not allowing Neibauer to place her items on the agenda. “She got more votes than anybody,” he yelled, noting that, “This is not North Korea and we don’t have a Kim Jong Eun or a Kim Jong Cahill.”

The tiff was resolved when it was noted that policies allow any board member to place an item on the agenda.

Eric Driever, vice president of the Cameron Park Design Review Committee, also gave a presentation on its activities. Among other things, the group has participated in the envisioning process for Cameron Park, helped draft signage guidelines and assisted in obtaining planning grants from Caltrans for the El Dorado County Transit Commission.

The Design Review Committee also helped to sponsor a presentation on two large planned developments that will impact Cameron Park. One development is called Marble Valley and the other Lime Rock Valley.
