EDH woman appointed to EDD
El Dorado Hills resident Sharon Hilliard, 48, was recently appointed as chief deputy at the California Employment Development Department by Gov. Jerry Brown.
Hilliard, who has worked for EDD her entire career, will earn $128,064 in the new position.
The El Dorado Hills woman said she started with EDD at the age of 17 when she was a student assistant. Since then she has served as deputy director of the Tax Branch, chief of the Field Audit and Compliance Division, chief of the Tax Processing and Accounting Division, chief of Field Audit and Compliance Division-Central Operations and Chief of Central Operations and Underground Economy.
The new chief deputy has an AA from Sierra College and BA in Accounting and Business Management from National University.
Only on the job since Jan. 21, Hilliard said she spent her first week job shadowing.
“I’m so thrilled to have this opportunity,” she said. “It’s always been about making a difference and in this position I will be able to do so and it’s so exciting.”
Asked what her primary focus will be, Hilliard said, “My priority is to try to be as efficient as we can in meeting the needs of our customers. Needs have changed over the years and we have made some big changes in the 30 years I’ve been here.”
Saying that EDD has made considerable investments in technology to provide timely and easily accessible services, she said she wants “to continue working in that area and to stay current with the needs of employers, workers and the unemployed.”
The new chief deputy noted that California is moving away from manufacturing to more information-related jobs with most of the job growth being in professional and business services.
She said those looking for work or for a better job should visit their local One-Stop Career Center for job listings and training programs. “There are so many opportunities for assistance,” she said.

Hilliard is married and has two children, both of whom recently finished college. Her husband is retired and enjoying life in El Dorado County.
“We love it here,” she said. “We moved here a year-and-a-half ago and love it. It’s so beautiful.”
