A timeline for completing approval of the Targeted General Plan Amendment-Zoning Ordinance Update was discussed at Thursday’s El Dorado County Planning Commission meeting, including tentative dates when hearings before the Planning Commission will be held.
Commissioners were given a head’s up that in late February, the Board of Supervisors is expected to kick-off the approval process for the updated plan. In March a draft EIR (Environmental Impact Report) of the plan will be released for public comment and at the same time a public hearing on the EIR will be held by the Planning Commission. In March and April, public comments will be sought on the EIR and in May a series of half day Planning Commission hearings will be held to review the updated plan with the public. Board hearings to consider and adopt the plan are slated to take place in July and August.
Staff said they are still working on the schedule and will return with more specific dates later.
In other business, the commission approved plans by El Dorado County to acquire new easements for the existing Rubicon Trail. The planned trail easement acquisitions, in conjunction with those previously acquired, will give the county continuous easement on the Rubicon Trail.
The Commission conditionally approved a tentative map creating 63 residential lots and 10 open space lots in Village 8 of the Promontory Specific Plan. The site is in El Dorado Hills.
The commission also approved a series of changes to the Valley View Specific Plan to allow 100 percent residential development in Villages V, W and X, instead of the mixed use and commercial development originally planned for those villages. Located in El Dorado Hills, the amended plan now goes to the Board of Supervisors for approval.
Staff also informed the commission that a legal challenge had been filed against the Green Valley Convenience Center project in El Dorado Hills.
The project was approved by the Planning Commission and Board of Supervisors late last year despite complaints from residents with the most frequent criticism being its potential impact on traffic. The legal challenge is based on the project lacking an EIR. To be located at the intersection of Green Valley Road and Sophia Parkway, the proposed development includes a gas station, convenience store, drive-through fast-food restaurant and a single-bay car wash.
New officers were also elected at the meeting. Serving as chair will be Walter Mathews. Rich Stewart was elected first vice-chair. Dave Pratt was elected second vice-chair.
